A woman i know is pregnant and is an alcoholic and also a pretty heavy drug user. She refuses to quit because she says she did it with her other kids are they are perfectly fine. I have told her how i felt about this and explained to her how dangerous it is for the baby. Is there any way she can be forced into rehab or a government agency i can call to get her some help even though she doesnt want it?
Her other children are all grown and on their own.

Frankly that sounds like a person who has no business raising children. I feel really bad for her kids, they are going to be so messed up from growing up with that.

Call CPS and report everything you know. You will remain anonymous and they will look into it. If possible you may also consider calling her doctor to report it. They can drug test her at her next appointment. To find out the name of her doctor and clinic you could just pretend to be curious. Maybe say your friend is pregnant and needs a doctor?
I know someone like this too. Her second youngest child seems messed up. The youngest is too young to tell. She also refused to take prenatals. She claims she “doesn’t believe in them”.
Edit- Pregnant women do not get automatic drug tests. Not unless they are known or suspected drug users. So, she would have to have a history that her doctor is aware of. Which is unlikely. Also, drug and alcohol consumption during pregnancy is legally a violation of most state’s child abuse statutes.
